Facilities Operations & Maintenance

Position Summary

We have an immediate opening for a full-time Site Manager to oversee facility operations and maintenance at NASA’s Armstrong Flight Research Center (AFRC), Edwards AFB, CA.

The Site Manager is responsible for the overall leadership, execution, and performance of the Facilities Operations & Maintenance (FOM) contract at AFRC. This individual will provide strategic and operational oversight of maintenance, reliability, compliance, workforce management, and contract performance across industrial, research, and mission-critical facilities.

The Site Manager serves as the primary on-site leader responsible for ensuring safe, compliant, efficient, and high-performing facility operations aligned with federal contract requirements and NASA mission objectives.

Key Responsibilities

  • Provide overall leadership and management of facility operations and maintenance activities at NASA’s Armstrong Flight Research Center.
  • Oversee industrial and research facility maintenance operations, including reliability-centered maintenance programs.
  • Manage resource allocation, workforce planning, and scheduling to meet contract performance requirements.
  • Provide contract management oversight in support of federal contract execution.
  • Lead maintenance management and reliability programs involving industrial equipment and research facilities.
  • Ensure compliance with federal, safety, and operational standards.
  • Oversee preventive, predictive, and corrective maintenance programs.
  • Utilize CMMS systems for maintenance tracking, performance management, and KPI development.
  • Develop, monitor, and report CMMS KPIs and performance metrics.
  • Apply Lean tools and methodologies including:
    • Statistical tools
    • Root cause analysis
    • Failure mode and effects analysis (FMEA)
    • Applied statistics
  • Coordinate across disciplines including:
    • Substation electrical maintenance
    • HVAC vibration analysis (Vibration Institute Level I or II equivalent knowledge)
    • Fire protection systems
    • Building Automation Systems (BAS)
  • Provide leadership to multidisciplinary maintenance teams.
  • Utilize Microsoft Office tools and charting to develop reports, performance dashboards, and executive-level briefings.
  • Ensure maintenance practices align with reliability best practices and industry standards.
  • Drive continuous improvement initiatives across operations.

Required Qualifications

  • Minimum of 15 years of management experience serving in a maintenance management role at industrial facilities or as a facility plant manager.
  • Experience in:
    • Resource management
    • Schedule management
    • Contract management for federal contracts
  • Training in predominant technical disciplines including is preferred:
    • Substation maintenance (electrical)
    • Vibration Institute Level I or II (HVAC)
    • Fire protection systems
    • Building Automation System (BAS) certification
  • Minimum of three (3) years of experience with is preferred:
    • CMMS systems
    • CMMS KPI creation
    • Microsoft Office
    • Data charting and reporting
  • Certified Professional Maintenance Manager (CPMM) or certification from the Society for Maintenance & Reliability Professionals (SMRP) is preferred.
  • Knowledge and application of Lean tools, including:
    • Statistical analysis
    • Root cause analysis
    • Failure mode & effect analysis (FMEA)
    • Applied statistics

  • NASA Armstrong Flight Research Center (AFRC)
  • Edwards Air Force Base, Edwards, CA
  • Positions may require Government background screening and clearance.

Compensation & Benefits

  • Compensation: $120,000 - $140,000
